The Filipino Community of Solano County, Inc. (FCSCI) is proud to present the candidates running for positions on the Board of Directors. Each candidate brings unique experience, passion, and dedication to the mission of preserving our Filipino heritage, empowering families, and strengthening our community.

These individuals represent a diverse range of backgrounds—from education and health care to community leadership and cultural advocacy—all united by a shared commitment to serve.

Candy Villanueva

Candidate for Board of Directors

My name is Candy Villanueva. I am retired from service as an Advice Registered Nurse with Kaiser Permanente, Contra Costa Medical Center, and Napa State Hospital as a Psychiatric Nurse. I bring decades of professional experience in health, wellness, and patient support, and I am seeking a term on the Board of Directors to continue making an impact within FCSCI.

I previously served as Board Director (2020–2024) with the Health and Wellness Committee, and I am the current Public Relations Officer (PRO). Through this role, I have helped raise health awareness—particularly for seniors and those who are disadvantaged—with programs focused on prevention, access, and community education.

Together with my husband, Cris Villanueva, I have also played a significant role in fundraising through weekly Bingo and other fundraising activities. One major accomplishment I am proud of is coordinating and fundraising for the recent improvements to our FCSCI lobby, which is now more welcoming and reflective of our community.

My priority if elected:
Many of our members are not fully aware of the true power and legal capacity of a nonprofit organization. This lack of understanding can result in decisions that limit our ability to generate revenue and fully accomplish our mission.

As a Board Director, I will work to educate our members by promoting accurate information and offering training or symposiums so that our decisions strengthen—not weaken—FCSCI’s capacity to serve our community.

I believe in a Board grounded in knowledge, unity, and purpose. With your support, I will continue to serve with integrity, transparency, and dedication to our community’s growth and wellness.

Elaine Megia

My name is Elaine Megia, and I am a retired Registered Nurse with over 30 years of professional experience, including many years of service at Napa State Hospital. Throughout my career, I devoted myself to caring for others with compassion and integrity—values that continue to guide me in all that I do.

I have long been active in the Filipino community and was honored to serve as Mrs. Philippines of Solano County (2011–2012), a role that allowed me to celebrate our culture and bring people together. My family and I continue to take pride in participating in cultural and charitable programs that uplift and strengthen our community.

Now that I am retired, I want to dedicate my time and energy to serving the Filipino Community of Solano County in a meaningful way. I am passionate about preserving our culture, supporting education, and creating opportunities that empower families.

If elected to the Board of Directors, my vision is to strengthen FCSCI’s role as a trusted resource and cultural hub for Filipino and immigrant families. Over the next two years, I aim to:

  • Expand educational opportunities by supporting scholarship programs and building mentorship connections for students.

  • Promote cultural preservation through workshops, heritage celebrations, and Filipino language programs that keep our traditions alive.

  • Improve access to community resources by collaborating with local partners to provide wellness programs, mental health awareness, and senior support services.

One of the challenges FCSCI faces is maintaining engagement across generations while ensuring financial sustainability. To address this, I will focus on:

  • Intergenerational Engagement: Connecting youth and elders through mentorship, storytelling, and volunteer opportunities to strengthen community bonds.

  • Diversified Fundraising and Partnerships: Expanding fundraising efforts through community events, sponsorships, and collaborations with local businesses and civic organizations.

As a leader, I believe that collaboration begins with respect and open communication. When differences arise, I listen first to understand. My approach is always centered on FCSCI’s mission—ensuring that every discussion remains constructive, inclusive, and focused on positive outcomes.

I am running for the Board because I care deeply about our community’s future. With compassion, experience, and commitment, I hope to help FCSCI continue to thrive—serving as a bridge between generations and a beacon of pride for all Filipino families in Solano County.

Gaudelia “Goodie” Nacionales

Blessed day to all.

My name is Gaudelia Nacionales, known to my family and friends as Goodie. I recently became an active member of the Filipino Community of Solano County, Inc. (FCSCI), under the leadership of President Annie Ramos. Through my involvement with this organization, I have been deeply impressed by the members’ commitment, camaraderie, and unity—especially in times of hardship. Their dedication to moving forward for the betterment of the Filipino community truly inspired me.

I am moved by the vision and future projects that FCSCI has set to preserve our culture, uplift Filipino families, and leave a meaningful legacy for the next generation. Seeing this passion encouraged me to take the next step: to place my name as a candidate for the Board of Directors in the upcoming election on November 21, 2025, so that I may contribute to this important work.

A little about myself: I consider myself a pioneer of Vallejo, having lived here since 1980. I recently lost my beloved husband of 50 years on April 26, 2024. My son Philipp is married to Michelle Roque of Vallejo, and my son Jay is married to Carmel Borlaza of San Jose.

I retired in 2011 after 30 years of service as an ICU nurse for our Veterans at the Fort Miley VA Medical Center in San Francisco. After retiring, I devoted much of my time to serving the Lord through volunteer work at St. Vincent Parish, where I remain active in several ministries and fundraising activities.

With my background in service, compassion, and community involvement, I hope to offer my time, experience, and heart to the Filipino Community of Solano County. It would be an honor to serve as one of the Directors of this esteemed organization, and I am committed to helping strengthen our unity, preserve our heritage, and support the needs of our kababayan.

Helen A. Casaclang, MSW, MPA, LCSW

I am Helen A. Casaclang, a Licensed Clinical Social Worker by profession, a Filipino-American woman, mother of two adult children, and a grandmother of 2 young granddaughters.  I am a resident of Vallejo, CA. for more than 28 years. I worked as a Licensed Mental Health Clinician at the Solano County Mental Health Program for 24 years and retired from work since two years ago. My educational background includes the following; degree in Bachelor of Science in Social Work at the University of Northern Philippines in 1980, degree in Masters in Social Work at the San Francisco State University in 1996, degree in Masters in Public Administration at the Golden Gate University in 2012, and completed 60 units of classes in Doctorate in Education in Counseling Psychology at the Argosy University in Bay Area.

I am a member of the Filipino Community in Solano County Incorporated (FCSCI) organization for few years now, and served as the Vice President of the FCSCI for 2 years. I am interested to run as a Board of Director for this year 2025-2026. My goals includes the following: to work together with the Leadership Team in order to help improve the integrity, transparency and accountability of the FCSCI Leaderships and Memberships; advocate for more quality and appropriate services for the needy individuals and families; develop fundraising and source-out financial grants for the FCSCI programs and services; promote the educational and cultural heritage of the Filipino-American families; and foster collaborations, partnerships, understanding, friendships and camaraderie among the FCSCI Memberships and the community.

My Leadership experiences and background includes the following: President of the Pilipino American Social Workers Association {PASWA), which is a Council of the National Association of Social Workers CA. Chapter for 25 years, District Governor of the Lions Club International, at the District 4-C4 San Francisco and Peninsula area in 2019-2020; 1st Vice District Governor in District 4-C4 in 2018-2019; 2nd Vice District Governor in District 4-C4 in 2017-2018; Region Chair in District 4-C4 in 2016-2017; Zone Chair in District 4-C4 in 2015-2016; President of the SSFGG Lions Club in 2014-2015; Vice President of the Pilipino Bayanihan Resource Center in Bay Area {PBRC} 2025-2026, and Board of Director of the PBRC for almost 20 years.

I am seeking a board position with the Filipino Community of Solano County, Inc. to help continue the legacy established by our founding members. As a lifelong member, I am committed to fostering transparent leadership and supporting efforts that strengthen and celebrate Filipino culture within our community.

I also recognize the importance of strong advocacy for Filipinos living in Solano County. I am dedicated to upholding the tradition of providing a clear and meaningful voice for our community and contributing to the continued growth and well-being of Filipinos across the county.

My name is Jess Ramos, and I am seeking a position on the Board of Directors of the Filipino Community of Solano County, Inc. (FCSCI). I have been a proud and dedicated member of this organization for many years, serving with loyalty, leadership, and commitment to our shared mission of promoting Filipino culture and strengthening our community.

Since my retirement in 2000, I have devoted my time and energy to the continued success and growth of FCSCI. Over the years, I have had the privilege of serving in several leadership roles, including:

  • President

  • Vice President

  • Secretary

  • Board of Director

  • Chairman of the Philippine Cultural Committee

  • Manager of the Filipino Community Center (2013–present)

These experiences have given me a deep understanding of our community’s needs and the importance of balancing cultural preservation with organizational growth.

If elected, I will continue to work collaboratively with my fellow Board Members to ensure that every decision supports the long-term advancement of FCSCI. My core vision is to help establish a self-sustaining financial foundation for the organization. Specifically, I propose developing the vacant lot adjacent to the Filipino Community Center into a small residential project that would generate consistent rental income and secure FCSCI’s financial future.

With decades of service and leadership experience, I remain deeply committed to ensuring that FCSCI continues to thrive—honoring our heritage while building a stronger, more sustainable future for generations to come.

A Proven Leader for a Second Term

I am honored to seek a second term as a Board Director for the Filipino Community of Solano County, Inc. (FCSCI). My decision to run again is guided by my continued commitment to FCSCI’s mission of fostering unity, cultural pride, and community advancement among Filipino Americans in Solano County.

Over the past two years, I have served with dedication and measurable results—helping secure funding for FCSCI’s 2025 scholarship awards, revitalizing youth and education programs, and organizing major community events that strengthened our cultural visibility and sense of belonging.

As Chair of Education and Youth Development, I transformed my 25 years of teaching experience into meaningful community programming. Through the “Help Make Learning Fun” initiative, I secured a competitive educational grant—one of only a few selected from over 150 applicants—to bring hands-on learning to Filipino language students at Jesse Bethel High School. I have also worked to preserve Filipino language and culture in local schools and co-founded the Filipino American Society of Education to support educators and students countywide.

In addition to my educational leadership, I helped elevate FCSCI’s profile through vibrant cultural events such as the Christmas Parol Festival and “Passion for Fashion” showcase, celebrating diversity and community creativity. My collaborative work with regional organizations—including the Fil-Am Association of American Canyon and the American Canyon Arts Foundation—has strengthened partnerships and expanded FCSCI’s reach.

Looking ahead, my focus for the next term centers on three priorities:

  • Sustaining Our Heritage: Continue advancing cultural programs that celebrate and preserve our Filipino-American traditions.

  • Nurturing Future Leaders: Expand youth mentorship and development programs to cultivate the next generation of Filipino-American leaders.

  • Advancing Education and Opportunity: Secure additional grants and scholarships that directly benefit our students and families.

The most pressing challenge facing FCSCI today is ensuring leadership continuity and organizational vitality. I am committed to fostering collaboration, clarity, and proactive engagement to sustain our momentum and strengthen our foundation for years to come.

My leadership has been recognized locally, including by Solano Community College during its 2025 Asian American, Native Hawaiian, and Pacific Islander Women’s History Month celebration. I hold degrees in Medical Technology, Secondary Education, and a Master of Arts in Educational Management, and was honored with the “Bugal Award” by the University of San Agustin as a distinguished alumna.

If re-elected, I will continue to serve with integrity, passion, and purpose—working to advance education, empower youth, and preserve our cultural legacy.

Lyndon Delago

Candidate for Re-Election to the Board of Directors
Filipino Community of Solano County, Inc. (FCSCI)

My name is Lyndon Delago, and I have proudly called Vallejo my home for more than 38 years. I am a retired U.S. Army Infantry Master Sergeant, having honorably served 26 years combined in both Active Duty and the Army Reserve. During my military career, I deployed in support of Operation Iraqi Freedom and Operation Enduring Freedom, earning the Bronze Star Medal, the Combat Infantry Badge, the Meritorious Service Medal, and the Global War on Terrorism Medal. I am also an American Disabled Veteran.

Following my military service, I retired from the United States Postal Service, where I worked as a Supervisor Distribution Officer. After retiring, I used my G.I. Bill benefits to complete a Bachelor of Arts degree in Broadcast Communication from San Francisco State University.

If elected to the Board of Directors, I understand the responsibility that comes with this role: overseeing the organization’s mission, strategy, governance practices, and financial health. This includes actively participating in meetings, contributing to committees, and making informed, collective decisions. Serving on the board also provides valuable opportunities for collaboration, leadership growth, and expanding networks with fellow community leaders.

More importantly, it offers the chance to make a meaningful and lasting impact. I am committed to supporting the Filipino Community of Solano County through service, engagement, and advocacy—ensuring that our programs uplift and empower those we serve.

My primary goal is to work closely with our community and leverage my experience to support initiatives that enhance quality of life, especially for seniors. My key priorities include:

  • Information Accessibility: Serving as an accessible resource for information on local services, programs, and events to help residents—especially seniors—stay informed and connected.

  • Companionship & Support: Helping combat social isolation by encouraging interaction, conversation, and consistent engagement.

  • Simplifying Daily Tasks: Assisting with general reminders, scheduling, and organization to support daily living.

  • Empowerment Through Technology: Offering patient guidance on technology use so seniors can stay independent, safe, and engaged in today’s digital landscape.

If elected, I will serve FCSCI with unwavering dedication, integrity, and respect for our community.

Norma Placido

Candidate for Re-Election to the Board of Directors
Filipino Community of Solano County, Inc. (FCSCI)

My name is Norma Placido, a retired IT Operations Assistant Manager. I am running for the Board of Directors of the Filipino Community of Solano County, Inc. because I have dedicated much of my life to serving and strengthening our Filipino community.

I have served on the Board of Directors since 2017 (nine years to the present) and previously as President of the Filipino Community for 20 years. Through these years of service, I have witnessed firsthand the importance of leadership that values unity, transparency, and progress.

During my leadership, I achieved my goal of renovating the old Filipino Community Center at 820 Sonoma Blvd., Vallejo, CA. It was transformed into a beautiful and spacious facility, including improvements to the rental house located behind the Center. Through my strong leadership, positive determination, and the full support and teamwork of all the board members and officers, I was able to secure the purchase of a new building for $1.2 million. On October 24, 2011, our long-held dream of having a newer and larger Filipino Community Center was finally realized—a proud milestone for all of us.

In addition to my work within the Filipino Community, I have served as President and Commissioner of the Vallejo Sister City Association and as a member of the Solano County Fair Board. I am also the founder of the Solano County Fair International Cultural Pavilion. Over the years, I have served as General Chairwoman of the Vallejo Pista sa Nayon, longtime Festival Director, and have led many successful fundraising events—including the Mrs. Philippines Queen Contest, fundraising dinners and dances, Thanksgiving and Christmas celebrations—and have supported bingo fundraisers since their beginning.

If elected, I will continue to promote fairness, accountability, and collaboration. My goal is to strengthen our cultural programs, support our youth and seniors, and ensure that the Filipino Community of Solano County remains a strong, respected, and united organization for generations to come. I will also continue to organize and support fundraisers to strengthen the organization’s financial foundation, including seeking pledges and sponsorships to benefit our programs and activities.

Teresa Castanares Ramos

My name is Teresa Castanares Ramos, but most people know me simply as Sandra. I currently serve as the President of the Visayan Circle Association, and I am grateful to be part of such a vibrant and supportive Filipino community here in Solano County.

Life has given me challenges, including the loss of my partner four years ago, but it has also given me purpose. Since 2016, I have been a travel agent, helping people explore the world and create memories with those they love. I am also a student at Solano Community College and Napa Valley College, pursuing Child Development, because I believe in building strong foundations for the next generation.

Community service has always been at the heart of what I do. I was honored to serve as the Chairman of the 2014 Vallejo Pista sa Nayon, one of the largest Filipino cultural celebrations in the region. Leading this event was an incredible opportunity to promote unity, cultural pride, and collaboration across our community.

I am running for the Board of Directors because I care deeply about the mission of FCSCI and the people we serve. Strong leadership—rooted in collaboration, transparency, and community engagement—is essential for creating lasting impact. If re-elected, I will bring my lived experience, leadership in the Visayan community, and passion for service to advance our shared goals.

One of my key priorities is to expand educational access by increasing scholarships and building mentorship opportunities between our students and Filipino professionals. Education is empowerment, and I want to help ensure that every student—no matter their background—has the support, guidance, and resources to achieve their dreams.

Finally, I believe collaboration begins with respect and shared purpose. Even when differences arise, we must remember we are united by one mission: to uplift Filipino and immigrant families in Solano County. I will continue to ensure that every decision reflects the needs and voices of our community—always with humility, integrity, and a heart for service.
