FCSCI Strengthens Governance and Prepares for 2025 Elections

Vallejo, California – [October  26, 2025] — The Filipino Community of Solano County, Inc. (FCSCI) is preparing for its upcoming elections, set for November 21, 2025, with a renewed commitment to transparency, accountability, and modernization. The organization is taking firm steps to ensure a fair and well-regulated process for electing new officers and members of the Board of Directors.

Upcoming Elections: Strengthening Leadership and Integrity

The following office and candidates completed candidates submitted Certificate of Candidacy forms.

It was noted that there were no additional nominations made on the floor, each of these candidates were elected by “acclimation”.  According to Article X, Section 2, Item B of the FCSCI Constitution and By-laws, “When only one candidate is nominated for each position on a slate of officers and no further nominations are made from the floor, the Presiding Officer may declare the slate elected by “acclamation”.

Appointed officers have also been confirmed, including:  Lynn Delago (Assistant Secretary), Rev. Dr. Tony Ubalde (Chaplain), Cris Villanueva (Finance Advisor), Myda Bantugan (Assistant Auditor), and Dinah Villanueva-Ryan (Parliamentarian).

Voting for the Board of Directors will begin at 9:00 a.m. on November 21, 2025, followed by the General Membership Meeting on Sunday, November 23, at 4:15 p.m.

A total of 11 candidates are vying for 8 seats on the Board of Directors, with the top eight vote-getters earning positions.  The Board of Directors manage projects for FCSCI and lead committees such as Director of Auditing Activities, Director of Human Resources, Director of Ways and Means, Director of Advertising, Director of Social Events, Director of Wellness and Welfare, Director of Education and Youth Development, and Director of Property Management.

Commitment to Transparent and Lawful Elections

To uphold integrity and prevent disputes, FCSCI is implementing strict governance measures and enforcing clear eligibility protocols:

  • Membership Dues Deadline: All members who are in good standing (e.g. paid their 2025 dues by August 31, 2025) are eligible to vote or run for office.  Please review Executive Order 2025-001 that confirms this.
  • Voter Verification: The Treasurer will maintain a verified membership list and confirm eligibility at the voting site.
  • Voter Eligibility: FCSCI members who paid after the August 31, 2025 deadline or remain unpaid, will not be eligible to vote.
  • Secure Balloting: Formal printed ballots will be issued to voters who arrive in-person at the Filipino Community Center at 611 Amador Street to ensure an anonymous, transparent, and verifiable process. Valid identification must be presented to verify eligibility to vote.  Ballots may be cast between 8:00 a.m. and 4:00 p.m., followed immediately by counting supervised by the Election Committee (COMELEC).

The COMELEC will oversee these compliance efforts, ensuring that all voting procedures meet the organization’s governance standards.
